For heavy loads, that is a bad idea. For heavier lens/body combos, I highly recommend a shoulder strap. Black Rapid straps, Luma and the like. Optech (which is also contracted to make the CPS straps), also makes a few neck straps, and are considered to be of the "bargain" variety.

Technically, all you need to qualify is a certain amount of eligible hardware. For Silver and Gold membership, it can take only one pro body and one L lens.

The CPS information page has no stipulations regarding age--it only has points requirements. There's really no way for them to check your age, even if they prompt you for it.
