A guy offered to sell me this lens for 300 dollars. I am really in desperate need of a 70-200 2.8 and I was wondering if this is a good deal or not.

I know the name, did not know they made a 2.8 I would be very careful as this manufacturer is not known for nice quality or optics. OTOH, if is really a 2.8 and resoanbly sharp, 300 is a great deal.

"Quantaray" does not MAKE anything. Quantaray is a store brand name for Ritz Camera (and other store chains) that is applied to all sorts of things by all sorts of photographic equipment manufacturers. I have seen that a particular item may be replaced by another with the same basic specs without telling the public. A lens, for example, has specs for its focal length (or focal length range) and maximum aperture (or range) and maybe the minimum aperture. Any lens meeting those specs might be sold as the same thing at different times.

I would never buy anything with the Quantaray label on it unless it was something that I could determine the quality by visual inspection - a small accessory case, for example. However, I am very picky about quality and future support. The stores that sell that brand name cannot support anything themselves, at least at the store level - they have to send the stuff to someone else for repairs.

trade your canon 70-200L and get the sigma 70-200 2.8 instead.

I heard somewhere, though can't remember where or who said it, that Sigma manufactured a lot of lenses for Quantaray. Can't remember anything about this particular lens, though it would be a bargain if you could get the Sigma 70-200 f2.8 lens at Quantaray prices.

With a Quantaray label on it, I wouldn't trust it at any price.

Another that hasn't heard of a Quantaray 70-200mm f/2.8.
If you have a Ritz camera nearby, take a walk inside and see what they have to say. You didn't say if you have an actually seen the lens or not. BTW $300 for a 70-200 f/2.8 falls into the "it's too good to be true" line; or somebody needs some money pretty bad, or or or.
