Found this guy swimming with a large group of Coots in Stiegerwald NWR, in SW Washington state. I'm thinking a juvenile? Out of 30~40 birds he was the only different one.

Agreed a Pied Billed grebe. I have nothing to reference size, but they are generally not very big, about 2/3 the size of a mallard, maybe less.
