Focus Question

I am trying to get clarification on the focusing technique of focusing 1/3 of the way in to the frame. Does this mean to compose your image and select the bottom focus point, which would be approximately 1/3 of the way in, or does this mean physically pointing the camera at something 1/3 of the way in, achieving focus, and then repositioning the camera to the desired composition framing? Thanks!!
