Like in this shot, and my skies look dirty. Or is it an exposure problem?

iso is 100 ya, but they all seem to look this way, cropped or not

Did you sharpen this in PP ? It could be "over sharpening" noise...excuse my poor terminology

That looks like what my 7D produced at low ISO. I guess it's not just my 7D then. :D

I would have to say that something does not look right... mine at iso 100 does not look like that

Most all DSLR's will exhibit some noise in 100% crops. A lot of factors can come into play to the actual cause. Its not just a 7D issue. Most up to date image processing software has profiles built in to deal with it.

Looking at it from my POV- it appears to not be a problem with your skies being dirty or an exposure problem- it's my monitor that is dirty...

I'll get around to cleaning it this weekend- I promise!

Looks about right to me. By that I mean, I've taken shots with a bright sky in the background and even at ISO 100, was able to see noise at 100% crop

I know it "can" be cleaned up during PP. But if someone used to be not needing to do that in his/her workflow when converting a, let's say 20D RAW with low ISO, to a 1024x683 jpeg, now after upgrading to 7D suddenly every time saving an image as jpeg, he/she needs to "clean up" the noise shown above, it just looks a step backwards to me.
