A lot of factors can come into play to the actual cause. Its not just a 7D issue. Most up to date image processing software has profiles built in to deal with it.

But if someone used to be not needing to do that in his/her workflow when converting a, let's say 20D RAW with low ISO, to a 1024x683 jpeg, now after upgrading to 7D suddenly every time saving an image as jpeg, he/she needs to "clean up" the noise shown above, it just looks a step backwards to me.
