I'm surprised that the Canon 55-250 is liked by so many. I bought one from Amazon and sent it back after 4 days. As for me, I only have 4 lenses, so the best 3 would be the two L's and the nifty fifty.

It was a good lens for the money, but you have to add "for the money" when you say it's a good lens. The 70-200 Mk II may be 10x the bucks, but it's got 20x more bang.

Three best lens - Bang for bucks
1- Canon 55-250 mm - The best zoom lens which oftenly compare with canon 70-200 f4 NON IS .
2- Tamron 17-50 NON VC - Best value for the money .
3- Canon 85 f1.8

IMO (haven't tested every lens out there) bang for buck in zooms would be the Sigma 10-20, the Canon's kits 18-55 IS and 55-250 IS. Just upgrade the the kits when money permits - starting with the range you use most.

In AF primes I think it would be Canon 35 f/2, 50 f2.5 or f1.4 (since the OP said no nifty fifty), and 85 f1.8 (or 100 f/2).

Scubadude (and anyone who needs the information) the 55-250 is only "for the buck" good because of build quality, no USM, only EF-S, and is an f/4-5.6. The IQ is very very good. If someone is looking for IQ and can live without the rest (at least temporarily) it can help capture some excellent shots.

These are my current lineup. IMHO, they are cheap and rival their more expensive equivalents (within their limitation such as smaller f stop).

Tamron 17-50mm non VC
70-200mm F4L non IS(the IS version is double the price, but you get a few things such as sealing, slightly sharper corners, and better dampening on the zoom and focusing rings because of the sealing)
50mm F1.8 mk II- Sharpest of the 50mm, and cheapest too.
