Have an opportunity to purchase a new Rebel T3 for $399, no tax, free shipping. Is this a worthwhile upgrade?

T3 and T3i are two different cameras.

Yes. The T3i is like $800 at the military exchange. The T3 had been I think $549, they just announced a sale, marking it down to $399. Was just curious if the upgrade from my Xs was worth it.

Nah. I'd stick with the XS until I had the chance to get something like a 5D or 5D2.

Your money would be better spent on glass. If you plan on upgrading, you are better off getting a used 50D, a 60D, or (if you want full frame) a used 5D classic.

If you have your heart set on the Rebel series, wait for a deal on the T2i or T3i. Those models would probably be a big enough upgrade.
