Terrible banding due to upload to the site (try using a host like flickr etc. and inserting from there), but that's beside the point.

Q: why f/22 ? why a long exposure ?

loose the signs and bus bench...photoshop them
if you let the cars pass completely through the scene your light streaks will look better. f22 gives a lot of points on the lights but not always a good thing....
level your picture....if you blow this image up....you will see what Christopher was talking about the banding...diagonal saw tooth

Overall I like the shot. I do agree that getting rid of the street signs and bench, as well as leveling would be a significant improvement.

I'm also not really sure of the reasoning for a long exposure here - such as to capture the traffic... I could see that for city scape shots or images of bridges that relate to transportation, but not necessarily here.

maybe tilt to the right a bit
