Is your flash set on average or evaluative for these, they seem bright for -2/3 but every camera is different I suppose.

Evaluative, but I tend to tweak the settings till things feel right, and these felt right?

And not only is every camera, but most folks processing is different also.

is the flash mounted on the camera? If yes, will a flash mounted on a camera, outdoors, from that range even have an effect on lighting?

Yes, and because I'm shooting aperture priority, the flash is balanced with the natural light, all the flash is used for is 'fill-in' , mainly for ensuring there are no shadows around the eyes you sometimes get with natural light.

Unlike in a studio, street photography like this, you don't have total control over light, using fill flash edges my bets, hopefully ensuring fairly evenly lit exposures regardless of where the light is hitting or coming from.
