Does anyone know of a bag (preferably messenger style) that will hold a 7D (no grip) with 100-400mm attached, front element down with hood reversed?

I would suggest heading down to the camera shop and testing it out.

I've gone through dozens of bags, sometimes they fit but its not very comfortable to carry around.

Unfortunately I live in a small town that is a 15 hour drive away from the nearest decent camera store, so it's not really an option most of the time...

I use a LowePro TLZ AW to hold just that when I am looking for wildlife in the woods.
The TT Retrospective-20 will hold it too ... and more (like 2 cameras with mounted lenses).
A TT UrbanDisguise 35 is also tall enough to hold it.

A 5D with 100-400 mounted should be about 10" hood reversed ... 13.5" hood extended. ;)
