im interested in turning a normal photo into a high key image like this one are there any tuturials anywhere to get this effect?

Since you are asking, I assume it's not your image?
In that case, you can only link to it…

Start by using a shot that has flat lighting, then increase exposure.

You can take a standard image and move it in that direction by doing these things

boost Contrast and Brightness,
then also increase the Black level to restore them to blacker appearance,

(The above assume that you are using LR3 controls.) This lady was a redhead; if a brunette, the eyebrows would have much much darker.
