I'd take the best glass on the cheapest body over the best body w/ cheapest glass ANYDAY!

The 70-200 wouldn't be a waste but the 17-40 would IMO. It was designed as an UWA-WA lens but you're using it essentially as a kit lens with no IS. If you're not planning to go FF, the Sigma 17-50 would offer more reach, faster aperture and OS at a slightly lower price.

I currently have a 7D and, by luck, was given a 17-40L and 70-200 f4 IS. Might these two lenses be considered "overkill" for a cropped camera and be better utilized on a FF body. I am considering a 5D and was wondering should I purchase a camera for the L lenses or perhaps purchase other lenses for my 7D.

Having had both lenses on crop bodies, I don't think you'll be unhappy with either of them. The 70-200 is definitely the star of the pair though. I ultimately sold my 17-40 and bought the 17-55 f2.8 instead as it just was a better performer on my T1i. That has carried over to the 60D. But the 70-200 f4 IS is simply amazing. I doubt that I'll ever part with it.

There's no such thing as overkill ... you can use the most expensive lens with the least expensive body.
