Any idea what this guy is? I took this picture this evening, it's on a pepper plant and definitely did not like sitting still. It's very small, about 2-3mm in size.

I believe you have a Mealy-bug Destroyer. Nice shots, they are tough to get shots of imo. Always moving or will just drop off the leaf if you bump them.

Researching Mealy-bug Destroyer, it turns out they are a type of ladybug as well.
