Does this kind of photography require ND filters?

Very sunny, wide lens, wide open. Am I right when I say this photo probably used some sort of ND?

Not necessarily. The DOF isn't that thin and we don't know what time of day it was or what artificial lighting was used.

Well assume its shot at 3PM when the sun is very bright and harsh with no artificial light. Then what?

Sure, an ND filter will help! It doesn't look like a flash was used so a filter looks like a natural choice!

I don't see any harsh shadows so it could have shot much later in the day without an ND filter
