We have a butterfly "rainforest" here in town and they have a series of waterfalls and a pond at the bottom of the "forest". I'll try some experiments there.

The fact of the matter is you absolutely have to get the slow shutter speed. Most experts feel 1/15 or longer is the minimum. How you get it is up to the photographer. Life is full of compromises.
