Is that an insect???

I was watching some ants and gnats eating on some sap coming out of an oak tree in my front yard when I saw this piece of "lichen" moving around.
Turns out it is a Green Lacewing Debris-Carrying Larvae. See the 2nd pic below to see the insect under all the "camouflage".
