Alan -
It is standard for any mass volume "production line" printer to enlarge the image by 3 to 5% in order to leave tolerance for alignment variations in the paper roll as it travels through both the printer section and the cutting section(s). Since the side to side movement of the paper is random it is impossible to predict exactly where the de facto crop will fall.

All this sounds like an excellent excuse to buy a printer and print at home. At least then you know who's fault it is!
