The problem is they don't have overwhelming proof... they have no proof. They also have no jurisdiction over the Tour de France results... they can't strip him of his titles... They also have an 8 year limit, so they can't go back further than 2004.

I cut the top off of a Pontiac Astre back in the late 80's. I went through lots of those cars as I kept blowing head gaskets on the cheap little 140 cid motors. I could do a complete swap out in less then 2 hours.
