Well of that photograph, I would say history determined its value. Had Ali not gone on to do what he did in the latter part of his boxing life then he would be 'another ex world champ' of which there are many.
I bet there are many pictures of boxers standing over their quarry which, without a superstar persona, are just photos. Then, the exposure, noise, colour and composition would be critiqued poor by todays standards. This is what I interpreted Dave's position as.

Quite agree. The shot below taken by Don McCullin during the Vietnam war will be familiar to many people. Technically excellent by todays standards? Possibly not (although I wouldn't count myself fit to judge it). Incredible image which draws you to look at it time after time? Oh yes, and then some:

Since when did technical excellence have anything to do with art? If you want to judge a photo by those criteria, that's fine but that's not how art is judged.
