In Adobe Photoshop CS2 Camera RAW, I have ran into this either legitimate problem, or an anomaly from shooting. It occurs always in night photo's of mine, would someone please tell me what this is?

It is an extremely undersposed shot. Adobe raw is pusing the exposure 3.8 stops. You are seeing the sensor noise by pushing the exposure that much.

Reshoot with a much longer exposure and a higher iso and a tripod.

you need a tripod to fix this.

people will always try to stop you doing the right thing if it is unconventional
Full frame and some primes.

That's not an anomaly. Photoshop can only go so far to repair faulty technique. Increase your exposure time considerably with a shot like this. The exposure control in ACR is only for slight adjustments or for creative control.

Try using one of the noiseware programs suggested on this forum
I use Imagenomic's Noiseware and love it.

Some others here like Noise Ninja

That image is WAY beyond saving in Adobe Camera RAW or Noise Ninja.

You are attempting to push a night exposure +3 stops. Can't do it with film. Can't do it with digital. Well, you can, but it looks unusable ugly.

What you need is a tripod or beanbag. Set the camera Custom Function to Automatic Long Exposure Noise Reduction (dark frame extraction), and do much longer exposures.

A shot like that doesn't need long exposure noise reduction for that type of shot. Even at F8 with ISO 100 the image will be very clean with the required exposure time. The long exposure noise reduction is really more for very long exposures in very low light. i.e. astrophotography.

This shot is F8, ISO-100, 5 Seconds.
