This appears to be a HDR type image that I think is well done, although I'm not a "city skyline" fan. What I don't like is your foreground being OOF, want more DOF. The things you do for yourself die with you, the things you do for others live forever.

There definitely are parts of the picture that are overexposed... but personally, I don't expect to get much detail from lights when they are directly photographed. I use manual exposure settings on the copy machine

All right I will end the guessing game. The shot was taken from the roof of Penn's new research building at 9:30 PM the night of the 4th. I was hoping to catch some fireworks in the city skyline. I had to get up for work the next day at 4:45 so I went home before they started.
