Wondering if and when this might turn into a buyable lens? And will i be able to justify and afford it?

IS is expensive...probably a $600 premium over the non-IS lens. There seems to be a lot of interest in a 24-70mm IS, but I suspect that the price of a Canon 24-70mm IS lens will be a very tough pill to swallow.

As mentioned elsewhere, they trialled several different configurations for their new 24-70mm lens. All those configurations would have had patents. They went with the one without IS.

Sorry to say, I think this one won't happen now.

Yeah with the new II version not having IS but a flipping spendy as hell, add IS and yikes, the price on that is going to be $3k...
