I think he means to get a regurbished camera thru CLP... a trade-in is required, and a lot of people buy a cheap broken one that qualifies (no sense trading in a working camera, usually you can sell them for more than the amount of the discount).
Refurbs can be cameras sent back to Canon for any number of reasons... Probably the most common is that they were floor samples in stores or at trade shows, so can't be sold as new. Depending upon how they were treated, and how long they were on display, they might have very few clicks... or a lot.
Could also be a damaged box or overstock return.
Or could be a repaired camera that was returned for some glitch. Or returned some "perceived" glitch, from a user who was over their head with it and couldn't be bothered to read the manual.
60D would be fine for landscapes and BIF... lenses will be more important than the camera.
A 5D Mark III would probably be the most ideal Canon model for those two primary purposes. It's the first Canon model to offer up to 7-frame bracketing. And FF is nice for landscapes in particular.
60D or 7D might be second best, with the advantage of the extra "reach" of the crop sensor for BIF. But it's a disadvantage with wide lenses, such as might be desirable for landscapes.
There's no such thing as a perfect camera. 60D would be a nice step up from your 20D. 7D would be even more so (Re: soft images... simply sharpen them! It's no big deal.)
