Nope, that's not scabies. Scabies would be more spread out, finer dots/strings of dots (from where the lice burrow under the skin). They are itchy and will look scabbed due to the itching. Also, a good thing to look for with scabies is between the fingers. The finger webs will be dry, red, scabbed, and itchy from the scabies.

The rash does appear to be allergy related. I would try switching detergents. It sounds like you are monitoring her food intake already. Hydrocortisone cream would be ok, but should only be applied twice daily. Benadry liquid (12.5mg/5ml) would be ok to help with the itching (as long as she is not having any respiratory issues like wheezing). Not sure how much she weighs but a 31-32 yr old would do ok with 1/4 tsp (1.25ml) every 6 hrs. Benadryl cream though would not be a good idea. It does help with the itch until it wears off and then there is sometimes a rebound effect and it itches worse.
