PC Sync - One Direction/purpose?

I just got a Vello HSA-PSC Hotshoe ETTL adapter and was hoping to trigger my Meike MK-RC7's with it so I could trigger studio strobes as well as have my 430 EXII directly on the Vello, or connected via ETTL cable to the Vello. I just put things together and ran the PC Sync cord from the Vello, to the Meike transmitter, but get nothing. is the PC Sync on the transmitter a "transmit" only? port? In other words its only function is to trigger the receiver? I thought what I had would accomplish what I needed to do. Obviously, I wanted the capability to use ETTL FEC on camera while triggering my studio strobes. Any ideas if I can accomplish that with the items I have? I don't want to trigger the strobes optically.

Any help is appreciated. The only thing I DON'T know is if the PC cable I have is bad.

I have a 60D, the MK-RC7 transmitter and 2 RX, a 430 EXII, vello "through shoe" adapter with PC Sync, and Ettl cord.

The transmitter will not trigger my flash while mounted to the vello adapter when I push the button. however the transmitter will trip my strobe if I connect it via the PC port. I believe my Vello adapter is bad as it will NOT trip the strobe through the same PC cable that my transmitter does...
