I have rented a Canon 10-22 for my trip to Africa from LensPal but they don't have filters.
Doe's anyone know where I could rent one for 4 weeks?.

Just buy one. Renting will most likely cost you the same or close enough to make no difference if it is even possible to rent a filter.

Might as well buy one. A B+W MRC CPL goes for around $128 at B&H. That's "rent" of $32/week, and if you don't decide to get a lens that uses 77 mm filters, you can sell it on and recoup most of the cost.

So call it a $4-5/week rent with a $110 or so deposit you can recoup if you sell it on.

I don't see why you don't just buy one. 77mm is among the most common filter sizes, and a CPL is worth the price IMO.

Lensrentals.com rents them for $7.50 for 5 days, but only if you rent a lens from them. They do not rent filters by themselves.

these (Pro-Optic) get pretty good reviews and aren't expensive. You can buy a 77mm CPL from Amazon for $45
