Is this normal?

On my 5D3, when I switch to live view, there are crop bars on the top and bottom of the LCD. If I take a photo, the photo has a 16x9 aspect ratio. I thought this only applied to video.

I've searched through the menus (and RTFM) and cannot find anything that I've set wrong. Is it possible to shoot still photos with the 3:2 aspect ratio in live view?
