You start by masking off foreground, subject and backgrounds in different layers. Then fill or paint in the areas that were masked off in the backgrounds. Take the layered psd file into After Effects and make the layers 3D models. You can then pull or push each layer into different depths using the camera tool so as you pan, tilt and rotate the image, you see the 3D effect. It's pretty simple, just time consuming.
