It's funny, when I first got into photography, a photog buddy of mine was talking about liking cloudier days for pictures. At the time I thought, "what the hell is he talking about?" But as I have learned more and taken a fair number of pictures, clouds really do make outdoor shots much more interesting. Clouds add significantly to most landscape and cityscape images if there is significant sky in the image. Much more appealing than flat blue or gray.
