If you are shooting handheld, you'll most likely need a faster shutter speed in order to get sharp shots with this lens -- even with IS turned on. Using a crop body, I try to keep the shutter speed at 1/1000sec or faster whenever possible when using the 100-400L. I only shoot slower when I run out of aperture and ISO.
In your example, you had a lot of leeway with both ISO and aperture (f/8 and ISO 100) to get faster. An ISO of 400 would have got you there. Don't be afraid to raise the ISO on your 60D. The sensor can handle it.
