Is this saying you had a shutter speed of 0.4 seconds? If that's right then your problem is probably because -

a) You shot handheld with too slow a shutter speed. Or,

b) You shot on a tripod without mirror lockup. 0.4 seconds is the perfect shutter speed to be affected by mirror slap.

It looks like its out of focus, you can check the focus point in DPP Canon software, f13 is also causing blur > diffraction.
