I had not thought of that question myself!

Thunderstorms often have a heavy rain shaft with the sun shining on it. Think of rainbows. The rain that formed the rainbow that you see must be illuminated from the side. Someone outside that storm, off to the right, may have captured a beautiful rainbow.

Interesting.
Certainly drawn a crowd. Colourful.
Nice composition. Filled street stretching to infinity, empty street off to side. Quite a comparison

Thank you! The parade started on the bridge in the distance. The side with the crowd faced the commercial district with all the restaurants and watering holes. I'm guessing people loaded up on the essentials before heading for the parade. Getting to the other side would not have been easy for the ones in the back, whereas the ones in the front had no motivation to cross.
