Local CL ad showed up this morning. I've talked to the seller and he said he bought them 8 years ago for studio work. Apparently I will need an additional cable to connect the receiver to my flash.

Since I have 0 knowledge of OCF and wireless setups, is this a good deal on a name brand 'starter' kit?

Definitely not "Great".

These are the first generation units - replaced by the Plus II, and then by the Plus III models.

These units most likely have a lot of clicks on them, so I'd pass myself for that reason alone. You could offer a lowball $75 or $80 for the pair and see what happens. That way if one craps out or if OCF isn't what you think, you're not out a lot of dough. The Plus II models seem to go for about $100 each, the Plus III's are about $140 each.

And yes, you will need a sync cable between the PW and your flash. Check out Flash zebra.com for a good selection and good prices. Figure $15-20 each cable/PW.

Good luck!

I would get the plus II transceivers instead. They little bit more expensive but better than Tx/Rx as already pointed out in the above post. For cheaper setup there are more options now a days with other trigger brands. Personally I am using plus II models.
