Depends on what you consider good. You have the 70-200L so you know what good looks like.
Reviews for the 18-135 dont put it on the good category in my book.
The 15-85 on the other hand, is a good lens. Sharp, USM, IS.

it'll have the same angle as your kit lens...and then go longer to 135mm...but the wide-angle will be the same at 18mm

as for if it's a good lens...you could probably do a little worse...but you could do better depending on what you are looking for the lens to accomplish

You probably will not notice any improved image quality over your kit lens -- only a greater focal range.

It's a decent enough lens- if priced right. An improvement in IQ- not really- probably more of a lateral upgrade- if you find yourself swapping lenses a lot and don't want to- then the 18-135 has that in its favor. IMO, the 18-135 really represents a newer generation of walk about lenses for crops- a general purpose one lens solution in lieu of carrying two separate lenses to cover the same typical range. From what I've seen previously in the for sale forums- in the $200 ~$250 range for used. The new 18-135 IS STM has better IQ.. From what I've read- the 18-135 IS- the lens you are talking about- has better IQ than the 28-135 USM plus it goes wider- to 18.
Now, I recently gave one of these lenses away. The new owner just loves it. He, like me, was annoyed with lens swapping between the 18-55/55-250 - so even though he didn't get an IQ upgrade- he got more range to play with before he needs to swap- and well, he loves it. There are a lot of people out there that are satisfied with their 18-135's. Not particularly the absolute best lens- but then if the price is right, and they get the flexibility that they want- with decent IQ- that maybe in itself represent an upgrade..

The 15-85 represents a better lens overall- but new- it's also about $700. Used, I am not sure. The 18-135's price recently dropped some- to about $330 new- so one would hope that a $700 lens would have better IQ than a $330 lens would.
