Is photographing girls playing on the beach a problem in itself or is it a problem only because Quinn did it while on duty or because Quinn also possessed child pornography?

It's kind of odd that the article's URL includes "On-duty-trooper-photographed-young-girls-in-swimsuits," as if that were the central point of the story.

Story has a lot of holes in it, but sounds like the guy plea bargained. Pretty sad that society will be burdened with him again.

I think the "young girls in swimsuits" is less relevant than the actual child pornography but the news outlet used it because it's a more sensationalistic headline. People freak out at the thought that their young daughters were photographed in swimwuits by a creep. That generates a lot of page views and local TV news ratings.

Yeah, I'd say that sensationalism trumped reporting, as it so often does.
