If you want to improve sales that's your responsibility to design your website in a way that converts your visitors. The SEO company's job is to, as you say, "measure where you are on Google rankings" and then improve upon it.

There's also an excellent tool (you can use the free version) that allows you to track your rankings for specific keywords. It's called Traffic Travis. It also gives you an overview of how well your website is SEO'd etc.

Imagine them in a business meeting with a large corporation, selling their SEO services. What if you run a terrible business ? They can do a fabulous job at getting people to your site, but if you're not able to close the deal for whatever reason (bad site, photos not up to par, prices too high, **** symbols on contact page etc.) then that isn't there fault.
