does she have some kinda cutter at her buttom ? it reminds me with the old plough ..

Excellent shot BE- haven't the faintest idea what type of fly it is.
How big is it? not sure whether it has your normal sharpness or not, but if it's fairly small then I think it does.

weird looking bug - you need a 'Field Guide to the Flies of Florida' - if such a book exists. Brief Google shows you have some weird Fruit Flies in your neck of the woods.
This is an oddity in the UK but easily ID'd as Myopa buccata:
