If you want to shoot photos of bees, you need a lens which focuses very close -- a macro lens. If you shoot insects frequently, investment in a macro lens could be justified. But if you only do it occasionally, you can mount an extension tube (they come in three lengths in a set) between the camera body and your existing 18-55mm lens. Just make sure the 18-55mm is at the long end (55mm) of its range because focus is likely to be impossible to achieve at the wide angle end of the zoom (18mm) when the extension tube is in place.

Extension tube sets are a fraction of the cost of a macro lens. Kenko extension tubes are very popular, as they are a good value.

I would not trust the description! The ad says, "This motorized Sigma camera lens can take wide-angle pictures that allow photographers to capture landscapes, the sky, or large crowds", yet 70mm is most certainly NOT a 'wide angle lens' as the description so wrongly implies!!! On your 60D, 70mm is a 'medium telephoto' lens to make things closer, and 200mm is a 'long telephoto' and 300mm is a 'super telephoto' to make things even closer!

That lens is listed by Sigma's web site as having:
"Minimum focusing distance of 59 inches throughout the entire zoom range & a maximum magnification ratio of 1:2. Equipped with a switch that reduces the minimum focusing distance at 150mm to 95cm".

So that certainly gets you pretty close. The '1:2 magnification ratio' means that an object is 1/2 size on the sensor...that is, a 14.9mm long insect fills 1/2 of your 14.9mm tall 60D frame.

Check the sell forum here for a used Canon 55-250mm IS, it is a nice compliment to your current lens. You may find one for your $130 price if you wait or if you can stretch your budget a couple more bucks you can get one soon. Actually one sold for $115 in the last few days.

For the closest to 'macro' work, the Sigma is more suited to that purpose than the 55-250mm. For general tele zoom, the 55-250mm is an optically excellent lens, especially for the price. I can't comment about the Sigma.
