The foam board is 3/16 inches thick. I don't want to matt it. Anyone have experience or any idea's. I of course don't want to puncture the foam board.

Crafts stores have things such as double-sided tape used to mount things to walls.

They make a thing just for that, it's called, Blu-Tack (external link), I've not used it before, but from what I have read it works. (I am not sure the weight of your picture though)

^^^That stuff. Just roll some small balls of the stuff in your fingers, put one at each corner and one or two in the center of the board and press it to the wall. Should stick just fine.

Otherwise, the double-sided tape mentioned by another post should work, too; but that can leave residue on plasterboard and/or peel paint when removed.

I'd glue a frame behind the board.

Really, that makes the most sense, even if the Blue-Tack is made for it, I'd hate to see that your picture came down after a while because it wasn't strong enough to hold.

Good idea, just make sure that the glue you use doesn't seep through to the front side of the photograph. I use silicone a lot for these types of things, not that I have ever used it on photographic paper though.

I'd hot glue a small 1.5" square of of soft plywood about 3/16" thick to each corner and top center, then tack a hanger loop to the top center one.

This sounds like a good idea. If you were to make a wooden frame all the way around you might have a problem with the wood warping due to changes in humidity and temperature. A good choice for glue would the the aliphatic type (yellow carpenter's glue) as it is very compatible with both the paper surface of the foam core board and with wood.

There are metal triangles that are attached to a small sticky pad. They are just for things like this. I don't have a name or brand at the moment to share. But I have used them in the past. The sticky pad is pretty permanent so it may have to stay on it if you change your mind on how to hang it.
