I would buy the 17-40 if I where you.

10-22 x 1.6 = 16-35.

EF (L) vs EF-S.... Pretty much assume at every equivalent FL the L is better than the EF-S counterpart if there is one. Broad generalization. Also, assume that pretty much any application you need there is an EF lens that can do it.
