He was shooting down on it from the bridge and it is a segment of the water runoff, I can see why he framed it that way. If you look in the first image you can see where he was shooting. I have taken a very similar image. just a few of my thoughts...

StudioAbe BAAAAAAN!!! More info | Next time, take the lower entrance (to the Park proper) and take the shot looking up. You can also avoid the climb up the hill on your bike. I agree w/ pbelarge about Croton Dam Park - lots of opportunities!
