My Av/Tv mode broken on Canon 30D?

Hi guys, recently got a second hand Canon 30D. When it arrive, I tried it out and set it to Av mode, f/2.8 on my Tamron lense and the shutter would snap and hold for 8-10 seconds, overexposing my shot. I then tried the same thing in Tv mode and again the shutter would seem to be stuck and hold for 8-10 seconds. On auto mode, the flash would pop up all the time even if I was outdoor and it was bright. Anyone had this issue before? When I'm on manual mode and set my Aperture, Shutter and ISO, everything is fine, but I want to use Av mode when I'm outdoor.

you didnt have the lens cap on during the Av test did you?

I'd try a different lens on the camera first.
Second I'd swap out the date battery.. there is the battery you charge and change all the time, and another smaller one, probably like a small watch battery that I'd change as well.

Got to eliminate easy battery problems first, on the quest to figure out what is going on.

Did you do a factory reset of all the settings?

Yes, I have remove the lens cap and was starting to shoot. I also have reset the camera and remove all custom settings. The time seems to be correct on the camera, so I have not change the date battery. Was thinking maybe just reflashing the firmware next.

Indoor, I set the aperture at 2.8 in my living room. Last Sunday I was out on a bright day and try from 2.8-8 aperture and every attempt, the shutter would open for 8-10 seconds.

Does it have this problem with the 50mm?

Have not gotten it yet. Picking it up after work, but added it to my sig at work. Will test it out with the 50mm first and then reflash the firmware to see if that helps. I guess none of you has had something similar happen then.

when you are in Av mode, does the back dial change the exposure compensation like it should?

Got home and have tried all the following:

1) remove and re-insert date/time battery
2) Change to Canon 50mm lens from Tamron
3) reflash the firmware

None of it worked, looks like it is definitely the camera. When I change it to Tv mode, no matter what I set the shutter, camera always pick f\1.4. Called a camera repair shop and even they said they have not seen this issue before. Weird!

If you shoot manual does it work right? Does the meter in manual seem to be indicating proper exposure? It sounds like maybe the meter is toast

I'm still new to this, so don't know how to read the meter in manual mode. But I did say I think there is something wrong with the sensor/meter. How much would it cost do you think to replace the meter on one of these?

The meter is it on the lcd, with a value from 2 to -2? If so, my meter is flashing at -2 no matter what the lighting is.
