Apparently someone shot this poor fellow with an arrow, from what we can tell, he is doing fine

It's hard to tell from the image on my screen, but there is also the possibility it is the antenna from a long-range radio-telemetry unit. That is the exact placement for a back-mounted unit. I looked at the larger image on flickr but couldn't see if there were remnants of arrow veins or not.

I think it's an arrow. The fletching and the nock probably fell off the arrow after a while.

Well in the event it is, report it to local fish and game, hawks are federally protected and arrows can be tracked or traced to known local poachers.

Poor bird! Hope they catch the idiot who shot the bird! Be nice if someone can help the bird and safely remove this foriegn object.
