Looking for a good but lower cost carry on bag. Im flying from Nebraska to Vegas. I have to fit a Normn 400B, Camera, 2 lenses and Misc small stuff. The bag I have is 3 inches to big for carry on.

Depends a lot on the airline. I took a Lowepro Pro Messenger 180AW with the gear in my sig (plus misc small gear and a macbook stuffed in the back) from Australia to London (via Singapore and Dubai) as carry on a couple of months ago without any issues. Travelling within the continental US may be different though as they may have both size AND weight limits and probably enforce them much more strongly.

I think my size is 24x16x10 that it can be. Flying Southwest.

Nothing could be further from the truth. If you show up with a giant suitcase, then yes you will be asked to check your bag. But I've seen far too many people bringing multiple bags as carry-ons on domestic US flights without so much as a glance from the gate agents or flight attendants.

Ok I dont want to take any chances. So i am trying to stay with in the size limits. Not trusting my equipment to be checked.

Southwest doesn't specify carry-on weight, but other airlines limit the weight to 40 pounds. You are correct on the dimensions.
You might consider a backpack or non-rigid bag to slip under the seat in case of full overhead bins. Makes for easier plane exiting.
I enjoyed having my camera under my seat and not banged/crushed in the overhead bins on my last Southwest flight. Flights were both full round trip.
