Why would a security camera need a telephoto lens, unless it was specifically positioned to stare at a particular spot some distance away?

I would have thought a UWA or fisheye would be more useful, to provide more coverage.

I've always wondered why security cameras have such low resolution when every laptop has an HD webcam built into the lid and every phone has a 5MP+ camera built in.

This. As well as having a few with a WA lens for more coverage.

I suppose replacement cost is a factor

Take a look at an average, real world situation: 4 security cameras and a 1 month retention policy for the video footage so that the footage is available for later review.

30 days times 24 hours/day is 720, times 4 cameras for a total of 2880 hours of footage. That's a big bunch of disk space even if you are only storing at 720p, let alone 1080 or the kind of feed that a 29MP camera can deliver.

It is common to place cameras high enough that they are not noticeable and not as easily disabled. Doing this with a wide angle lens is okay if it is actively being monitored but if the camera is doing something like recording people using a doorway for later review then a wide angle lens just won't get the job done. Not without some of that special "CSI" image enhancement software, at any rate.
