I am looking to pick up a hand held meter for lights and flashes, and have a few features in mind that I feel would serve me well for what I want from the tool.

I prefer dials and levers to buttons where practical.

Main features that I want are easy work flow with my cactus V5 flash triggers, incident meter, and reflected spot metering.

Light weather proofing is a major plus, as it something that plays nice with the cold. Ideally something that can still be remotely functional under a full moon in a snow covered field would be nice, but it is not a strict requirement. I'm good with just 1/3 stop reading. (Really don't see much use in a 1/10th readout, as I work in 1/3rd stops with my gear. Do they make something more aligned to the 1/3rd setting work flow?)

I have been looking at a number of options, but I don't seem to be narrowing things down much. Budget wise would be a limit of $300 to meet and exceed my needs with a high quality tool, but lower is ideal.

Any thought or input?

You couldn't go wrong with the Sekonic L-358. It seems to be the most popular currently-produced meter on the forum, and I can say it's all I'd ever need. I use mine far more than the meters in my cameras.

I second the L358 recommendation. Its a nicely designed and very capable unit.

A light meter that meets all of your requirements is not made.

I prefer dials and levers to buttons where practical.

A used Gossen Luna Pro F (external link) with the vari-angle attachment (external link). $125, no weather proofing.

Main features that I want are easy work flow with my cactus V5 flash triggers

None will work with the Cactus other than using the cord mode.

incident meter, and reflected spot metering

The Sekonic L-358 (external link) with the 1 Degree Viewfinder (external link), $500

Sekonic L-758 (external link), $634

Used Sekonic L-558 (external link), $300-$400. Has all the features of the L-358 plus 1 degree spot.

Light weather proofing is a major plus

All the Sekonics above have weather proofing.
