plugins for ps cs2

i've been trying to digest all the info in the area of the site and ps plugins keep coming up. are these items that need to be purchased somewhere or can they be found online?

what ps file to i copy the actions from http://www.atncentral.​com/download.htm into?

You should just be able to drag an .atn file and drop in the actions pallette. Or you can choose to Load an action file from the flyout menu located by clicking the little arrow on the actions pallette.
