you might recognise it as it's often used in TV and films, notably Gattaca, it's an odd dam since there's not really any water anywhere near it.

Nice shot of an old stomping ground of mine.

It was built in the early 1940's, I think, as part of the flood control project that concreted the entire length of the Los Angeles river, from there to the coast. It holds back water flowing down the Los Angeles river in major storms that might otherwise flood the river downstream. When it was built, the area "upstream" was pretty much farmland, though I doubt that is the case anymore. I guess the idea was that the "city" was more important than a few farms in "the valley". When I was a teen, we used to drive our cars below the dam, and used the concrete flats to run gas-powered models and go-carts on.

SWPhotoImaging, when I was there I thought the massive concrete flats would be perfect for racing go-karts around.
actually there was plenty of tire marks already on it, so some people must have had some fun there:
