Anyone know of some free or cheap actions that can be used in Photoshop cS6. Along with that, any resources you recommend for learning how to use actions to their full capacity?

Yeah, but to do what?

Pretty much anything in PS can be scripted/made into an action.

IMO, it's useful for repetitive tasks, such as watermarking or resizing.
I never use "actions" as some use "presets" in LR, since I don't use PS that way, but if you for instance add a bunch of adjustment layers to every image to get a certain "look", you could build an action to do that…

Even limiting your search down to outdoor portraiture you will find that there is a wealth of links that you can sort through. That subject by itself can be rather broad for interpretation. When it comes to actions and/or scripts, you get what you pay for. There are literally tens of thousands of free actions on the net, trying to find the ones that work for yourself can sometimes be challenging but well worth the effort. In addition to the sites which you have already been given I have used the following resources for actions:

Adobe Exchange (external link)
Craigs Actions (external link) who has some of the best portraiture supported actions in the market. The full sets don't come cheap but they are worth it, imo.
MCP Actions (external link)
Totally Rad Actions (external link)
Deviant Art (external link)

This, along with previous responses should keep you busy. Most of the sites that offer paid actions have intro sets that you can download for free. Unfortunately it is impossible to have full working trials of actions like you can get for most programs due to the way Photoshop manages these. Some of the intro actions that I tried from a couple of these were still pretty good and I used them alot when I first started using Photoshop.
