Anyone know of some free or cheap actions that can be used in Photoshop cS6. Along with that, any resources you recommend for learning how to use actions to their full capacity?

That subject by itself can be rather broad for interpretation. When it comes to actions and/or scripts, you get what you pay for. There are literally tens of thousands of free actions on the net, trying to find the ones that work for yourself can sometimes be challenging but well worth the effort. In addition to the sites which you have already been given I have used the following resources for actions: My life is like one big RAW file....way too much post processing needed.
