Face Spot Cleaning

I want to know how to clean some face marks or spots that are on the face. Which software or plugin to use. I see people here modify the original picture and make it so clean that he/she looks like a movie star.

I am using Adobe Photoshop Element 2.0

Do I need to change to some other software.

Please help.

Another thing

I want to take a picture and convert that picture into Black & White picture. So far so good. I can do till here. Then I want to add only golden color to picture. That is If I am wearing a gold ring or chain, I want that gold to look golden and rest of the picture still look Black & White. How will I do that ?

PSE 2 should be fine. There should be a clone and a heal brush to use for this purpose. No plug-in needed.
